B.C. Mountie charged with
filming people in washroom
SASKATOON (CP) - A British Columbia RCMP officer has been
charged with allegedly using a camera to film people in a
bathroom at Saskatoon's Prairieland Exhibition.
Another man has pleaded guilty to hiding a camera in a gym
bag to film underneath women's skirts at the Exhibition, which
was held in August.
The two men do not know each other and the cases are not
related, say police.
Herbert Carruthers, 47, a senior member of the Revelstoke
RCMP, is charged with committing an indecent act and is
scheduled to appear in court on Nov. 18. Carruthers is
suspended with pay until his case and an internal
investigation are completed.
Shane Keetley, 24, of Prince Albert, Sask., has pleaded
guilty to committing an indecent act by filming underneath
women's clothing. He will be sentenced in December.
Sgt. Dick Melnychuk of the Saskatoon Police investigated
both cases. He said a change to Canada's voyeurism laws is
badly needed.
"Our Criminal Code and our laws aren't keeping up with
technology and ways to use technology to commit offences,"
Melnychuk said.
The increased availability of video recording, combined
with the equipment's shrinking size, has spawned a new
generation of peeping Toms, Melnychuk said.
"We're not talking about any extraordinary technology here.
We're talking about stuff that's available right over the
counter."
